Russia warns foreign law enforcement: Unauthorized acts illegal

Russian Foreign Ministry Warns Foreign Law Enforcement Over Unauthorised Investigative Actions

Russia has issued a stern warning to foreign law enforcement agencies from “unfriendly states,” reminding them that conducting direct investigative or procedural actions on Russian soil without authorization is a criminal offense carrying up to five years in imprisonment. The warning was delivered on August 21, 2026, by Russian Foreign Ministry Spokeswoman Maria Zakharova, following reports that foreign officials have been bypassing official channels to send direct investigative requests to Russian legal entities for information on criminal suspects.

Key Highlights from the Statement

Protocol Violation: Zakharova noted that after Western countries unilaterally halted mutual legal assistance cooperation with Russia in 2022, they have increasingly attempted to bypass competent Russian authorities in violation of established bilateral and multilateral obligations.

Legal Consequences: Highlighting Article 294.1 of the Criminal Code of the Russian Federation (introduced in 2025), Zakharova emphasized that unauthorized investigative or operational-search activities are punishable by fines ranging from 500,000 to 2 million rubles, OR imprisonment for up to five years.

Broader Context: According to Moscow, these legislative safeguards were enacted to counter foreign interference and prevent schemes used by Western intelligence services to lure Russian citizens abroad for detention.

Official Recommendation: The Foreign Ministry has advised accredited diplomatic missions of unfriendly states to review the regulations and strictly inform their national law enforcement agencies to cease such practices.
